RSC is a program of Milwaukee County’s Behavioral Health Division (BHD), Community Access to Recovery Services (CARS) network. RSC is open to Milwaukee County residents, age 18 and older with a substance use or co-occurring substance use and mental health conditions.
United House and St. Anthony’s Place are part of the Milwaukee County Housing First initiative. This model is based on the knowledge that securing safe and stable housing is the first step in eliminating chronic homelessness, not a future aspiration after a myriad of other challenges have been resolved.
